Fenna Hoefsloot

Dr Fenna Imara Hoefsloot is Assistant Professor at the Leverhulme Centre for Algorithmic Life. Her research explores how computational logics shape the city and our ideas about good urban governance. She uses geographical methods and collaborative design to unpack the norms and values embedded in digital technologies for urban planning and infrastructure management, working with residents and civil society organisations to design new technologies and pilot interventions in digital and infrastructural space. These co-creation projects seek to imagine the city otherwise and have resulted in publications in, amongst others, Dialogues on Digital Society, Territories Politics Governance, Environment and Planning D and Information Studies Journal, as well as prototypes for citizen-led urban dashboards and participatory planning support systems. She co-edited Informational Peripheries: Rethinking the Urban in a Digital Age (UCL Press, 2025), which argues that contemporary urban life must be studied through the politics, geographies, and infrastructures of information. Fenna has led several funded projects: Blueprints for Good Digital Governance, Digitalising Commons: Transformative Technologies for Land Justice in Kajiado, Kenya and The Metropolitan Observatory for Water in Lima and Callao.

Fenna holds a PhD in Urban Planning from the University of Twente. Before joining the Leverhulme Centre for Algorithmic Life, Fenna was a research fellow at UCL working within Regional Futures, researching the information infrastructures and territorial politics of the digitalising state, and has contributed to the CoDiMAP and DimNiCi projects on inclusive digital planning tools in the Netherlands and Germany.
